This compares to 32.1% in South East Wales and just 11.1% in North and Mid Wales.<\/span><\/span><\/p>\n<p class=\"s4\"><span class=\"s3\"><span class=\"bumpedFont15\">As many as 15.7% have absence rates of over 6%. The highest affected region geographically is South East Wales at 21.6%. For South West Wales it is 10.5% and North and Mid Wales 7.1%.<\/span><\/span><\/p>\n<p>\u00a0<\/p>\n<p>\u00a0<\/p>\n<p>\u00a0<\/p>\n<p>\u00a0<\/p>\n<p>\u00a0<\/p>\n<p>\u00a0<\/p>\n<p>\u00a0<\/p>\n<p>\u00a0<\/p>\n<p class=\"s5\">\u00a0<\/p>\n<p class=\"s5\">\u00a0<\/p>\n<p class=\"s5\">\u00a0<\/p>\n<p class=\"s5\">\u00a0<\/p>\n<p class=\"s5\">\u00a0<\/p>\n<p class=\"s5\">\u00a0<\/p>\n<p class=\"s7\"><span class=\"s6\">Forget the sunshine, ocean and miles of sand. Florida Department of Commerce Secretary Greg Farmer says Florida&#8217;s greatest natural resource is its diverse population.<\/span><\/p>\n<p class=\"s7\"><span class=\"s6\">&#8220;Yet we&#8217;ve done a miserable job of exploiting it,&#8221; Farmer said on Monday in his keynote address to the National Minority and Women Business Enterprise\/Equal Employment Opportunity\/Contract Compliance Conference that continues through Wednesday. Farmer told about 300 administrators and business owners that minority hiring practices in the private and public sector have improved since he took office three years ago, but are still in need of close attention.<\/span><\/p>\n<p class=\"s7\"><span class=\"s6\">Among his suggestions to bring about change:<\/span><\/p>\n<div class=\"s9\"><span class=\"s8\">\u25a0 <\/span><span class=\"s6\">Simplify the state&#8217;s process for certifying that businesses are minority owned.<\/span><\/div>\n<div class=\"s9\"><span class=\"s8\">\u25a0 <\/span><span class=\"s6\">Get a strong commitment from government agencies on minority hiring.<\/span><\/div>\n<div class=\"s9\"><span class=\"s8\">\u25a0 <\/span><span class=\"s6\">Toughen penalties against firms that falsely claim they are minority businesses in order to bid for government contracts.<\/span><\/div>\n<p class=\"s7\"><span class=\"s6\">&#8220;In short, it&#8217;s no more business as usual,&#8221; he said. Farmer said less than one half of 1 percent of minority firms in Florida have been certified by the state. Partly to blame was the tedious certification paperwork, which was a <\/span><span class=\"s6\">grueling<\/span><span class=\"s6\"> 24 pages when Farmer took office. Firms had to reapply every year, an unnecessary and <\/span><span class=\"s6\">time consuming<\/span><span class=\"s6\"> chore, Farmer said.<\/span><\/p>\n<p class=\"s7\"><span class=\"s6\">&#8220;I&#8217;m not the smartest guy in the world, but I suspect if you&#8217;re an African-American in 1992, chances are you are in 1993,&#8221; Farmer said.<\/span><\/p>\n<p class=\"s7\"><span class=\"s6\">Farmer also said there should be an <\/span><span class=\"s6\">honor<\/span><span class=\"s6\"> system allowing a certified minority firm in Broward or Palm Beach County, for instance, to have the right to do business in other counties. There is no such system in place now.<\/span><\/p>\n<p class=\"s7\"><span class=\"s6\">Businesses that take advantage of bidding opportunities by falsely calling themselves minority firms should be charged with a first- degree felony, Farmer said. &#8220;[Give them) not just a slap on the wrist, but handcuffs on the wrist,&#8221; he said.<\/span><\/p>\n<p class=\"s7\"><span class=\"s6\">Farmer&#8217;s speech carried the basic theme of the 12th annual conference: There are many challenges in promoting and monitoring fairness in the hiring of minorities and women. Farmer The conference is geared toward equal employment opportunity administrators and minority and women business enterprise coordinators for large companies and cities across the nation.<\/span><\/p>\n<p class=\"s7\"><span class=\"s6\">Over the next two days minority business coordinators will discuss workforce diversity, contract compliance, middle-management opportunities and leadership skills to teach their peers how to do a better job of opening doors for historically disadvantaged businesses.<\/span><\/p>\n<p class=\"s7\"><span class=\"s6\">Guithele<\/span><span class=\"s6\"> Ruiz, an affirmative action and equal employment officer for the city of Hollywood, said the visibility of minority and women businesses has increased over the past five years. But she agreed with Farmer that more can be done to encourage these businesses to bid for government contracts and to show large businesses how much of an asset these firms can be.<\/span><\/p>\n<p class=\"s12\"><span class=\"s10\"><span class=\"bumpedFont15\">The working\u00a0<\/span><\/span><span class=\"s11\"><span class=\"bumpedFont15\">employees<\/span><\/span><span class=\"s10\"><span class=\"bumpedFont15\">\u00a0in various government, private organizations who have come from different parts of the country are\u00a0<\/span><\/span><span class=\"s11\"><span class=\"bumpedFont15\">facing<\/span><\/span><span class=\"s10\"><span class=\"bumpedFont15\">\u00a0accommodation\u00a0<\/span><\/span><span class=\"s11\"><span class=\"bumpedFont15\">problems<\/span><\/span><span class=\"s10\"><span class=\"bumpedFont15\">\u00a0due to lack of residential facilities in the capital.<\/span><\/span><\/p>\n<p class=\"s12\"><span class=\"s10\"><span class=\"bumpedFont15\">A large number of working\u00a0<\/span><\/span><span class=\"s11\"><span class=\"bumpedFont15\">employees<\/span><\/span><span class=\"s10\"><span class=\"bumpedFont15\">\u00a0come from <\/span><\/span><span class=\"s10\"><span class=\"bumpedFont15\">farflung<\/span><\/span><span class=\"s10\"><span class=\"bumpedFont15\">villages in search of jobs for better employments but the\u00a0<\/span><\/span><span class=\"s11\"><span class=\"bumpedFont15\">problem<\/span><\/span><span class=\"s10\"><span class=\"bumpedFont15\">\u00a0they faced is to find a suitable shelter.<\/span><\/span><\/p>\n<p class=\"s12\"><span class=\"s10\"><span class=\"bumpedFont15\">Asif Tahir, a government\u00a0<\/span><\/span><span class=\"s11\"><span class=\"bumpedFont15\">employee<\/span><\/span><span class=\"s10\"><span class=\"bumpedFont15\">\u00a0while talking to reporter said that more hostels could provide relief to bachelors who come here from distant areas of the country in search of jobs and studies.<\/span><\/span><\/p>\n<p class=\"s12\"><span class=\"s10\"><span class=\"bumpedFont15\">He said he lived in a single room in Sector G7\/1 and the main which he faces is the lack of bachelor hostels.<\/span><\/span><\/p>\n<p class=\"s12\"><span class=\"s10\"><span class=\"bumpedFont15\">Muhammad Shoaib, a teacher said that rents of rooms and houses had surged in the last few years due to the unprecedented influx of students and job seekers in the capital.<\/span><\/span><\/p>\n<p class=\"s12\"><span class=\"s10\"><span class=\"bumpedFont15\">&#8220;I am paying Rs10,000 for a single unfurnished room and the owner increases rent by 10 per cent every year, he added. He further said that due to nonavailability of proper hostel facilities he had to live in a small room.<\/span><\/span><\/p>\n<p class=\"s12\"><span class=\"s10\"><span class=\"bumpedFont15\">It is quite difficult for a student to find a reasonable living place at affordable rates in the capital, he said.<\/span><\/span><\/p>\n<p class=\"s12\"><span class=\"s10\"><span class=\"bumpedFont15\">&#8220;In the past five years, I have changed my residence many times due to the ill attitude of landlords or lack of basic facilities,&#8221; he added.<\/span><\/span><\/p>\n<p class=\"s12\"><span class=\"s10\"><span class=\"bumpedFont15\">Naheed Waqas, an\u00a0<\/span><\/span><span class=\"s11\"><span class=\"bumpedFont15\">employee<\/span><\/span><span class=\"s10\"><span class=\"bumpedFont15\">\u00a0of a <\/span><\/span><span class=\"s10\"><span class=\"bumpedFont15\">semigovernment<\/span><\/span><span class=\"s10\"><span class=\"bumpedFont15\">organisation, said that private hostels had been charging Rs10,000 to Rs12,000 for a single bed accommodation, adding that these hostels had no proper cleanliness system.<\/span><\/span><\/p>\n<p class=\"s12\"><span class=\"s10\"><span class=\"bumpedFont15\">&#8220;I am residing in a small room of a private hostel with three other girls due to paucity of hostels for girls in the twin cities,&#8221; said Naheed.<\/span><\/span><\/p>\n<p class=\"s12\"><span class=\"s10\"><span class=\"bumpedFont15\">Samina Ch, another working woman said, &#8220;We pay Rs8,000 per head to the hostel management who provide <\/span><\/span><span class=\"s10\"><span class=\"bumpedFont15\">two time<\/span><\/span><span class=\"s10\"><span class=\"bumpedFont15\">meals and breakfast. There was no proper arrangement for cleanliness and the substandard food was being provided.&#8221; She appealed to the concerned authority to take steps for setting up new <\/span><\/span><span class=\"s10\"><span class=\"bumpedFont15\">girls<\/span><\/span><span class=\"s10\"><span class=\"bumpedFont15\"> hostels in the capital because the existing hostel facilities were not sufficient to the ever increasing women working class.<\/span><\/span><\/p>\n<p class=\"s12\"><span class=\"s10\"><span class=\"bumpedFont15\">Muhammad Yasin, a property dealer, said that bachelors are\u00a0<\/span><\/span><span class=\"s11\"><span class=\"bumpedFont15\">facing<\/span><\/span><span class=\"s10\"><span class=\"bumpedFont15\">\u00a0many\u00a0<\/span><\/span><span class=\"s11\"><span class=\"bumpedFont15\">problems<\/span><\/span><span class=\"s10\"><span class=\"bumpedFont15\">\u00a0in finding accommodation as owners preferred to rent out houses to families.<\/span><\/span><\/p>\n<p>\u00a0<\/p>\n<p class=\"s13\">\u00a0<\/p>\n<p class=\"s12\"><span class=\"s10\"><span class=\"bumpedFont15\">GOALPARA, Sept. 16 &#8212; One Subhash Chandra Ghosh, who retired as a senior assistant-cum-accountant from the District Veterinary Office, <\/span><\/span><span class=\"s10\"><span class=\"bumpedFont15\">Goalpara<\/span><\/span><span class=\"s10\"><span class=\"bumpedFont15\"> on May 18, 2018 has been\u00a0<\/span><\/span><span class=\"s11\"><span class=\"bumpedFont15\">facing<\/span><\/span><span class=\"s10\"><span class=\"bumpedFont15\">\u00a0extreme financial hardships due to non-receipt of full pension from the government till date.<\/span><\/span><\/p>\n<p class=\"s12\"><span class=\"s10\"><span class=\"bumpedFont15\">Talking to this correspondent, Ghosh alleged that he has been frustrated by the callous attitude of the concerned department. A senior officer has delayed the entire process and even though the matter was taken up with the Commissioner and Secretary, Government of Assam, Animal Husbandry and Veterinary department, but in vain, he alleged.<\/span><\/span><\/p>\n<p class=\"s12\"><span class=\"s10\"><span class=\"bumpedFont15\">Ghosh also informed this correspondent that he had already filed several complaints, including one with the Directorate of Vigilance and Anti-Corruption, Assam against the present I\/C DVO, <\/span><\/span><span class=\"s10\"><span class=\"bumpedFont15\">Goalpara<\/span><\/span><span class=\"s10\"><span class=\"bumpedFont15\"> for deliberately misusing his official position and also relating to several allegations in office record maintenance and in matters of internal audit and in this regard a copy of the complaint letter has been forwarded by the SP, Directorate of Vigilance and Anti-Corruption to the Commissioner, Department of Animal Husbandry and Veterinary for initiating a departmental enquiry vide letter no DGVA\/C\/2019\/dated 07\/02\/2019.<\/span><\/span><\/p>\n<p class=\"s12\"><span class=\"s10\"><span class=\"bumpedFont15\">Ghosh claimed that his pension-related\u00a0<\/span><\/span><span class=\"s11\"><span class=\"bumpedFont15\">problems<\/span><\/span><span class=\"s10\"><span class=\"bumpedFont15\">\u00a0have caused him mental agony, besides a plethora of other\u00a0<\/span><\/span><span class=\"s11\"><span class=\"bumpedFont15\">problems<\/span><\/span><span class=\"s10\"><span class=\"bumpedFont15\">.<\/span><\/span><\/p>\n<p class=\"s13\">\u00a0<\/p>\n<p>\u00a0<\/p>\n<p>\u00a0<\/p>\n<p>\u00a0<\/p>\n<p>\u00a0<\/p>\n<p>\u00a0<\/p>\n<p>\u00a0<\/p>\n<p>\u00a0<\/p>\n<p>\u00a0<\/p>\n<p class=\"s14\">\u00a0<\/p>\n<p>\u00a0<\/p>\n<p>\u00a0<\/p>\n<p>\u00a0<\/p>\n<p>\u00a0<\/p>\n<p class=\"s15\">\u00a0<\/p>\n<p>\u00a0<\/p>\n<div><span class=\"s16\">o <\/span><\/div>\n<div><span class=\"s16\">o <\/span><\/div>\n<p class=\"s4\"><span class=\"s3\"><span class=\"bumpedFont15\">[&#8230;]48% of insurance companies surveyed by the Jacobson Group for its Insurance <\/span><\/span><span class=\"s3\"><span class=\"bumpedFont15\">Labor<\/span><\/span><span class=\"s3\"><span class=\"bumpedFont15\"> Market Study noted that hiring talent was more difficult this year than the year before. The retired\u00a0<\/span><\/span><span class=\"s17\"><span class=\"bumpedFont15\">employees<\/span><\/span><span class=\"s19\"><span class=\"bumpedFont15\">\u00a0were not receiving monthly pensions, gratuity and even regular monthly salaries. Maharashtra Jeevan <\/span><\/span><span class=\"s19\"><span class=\"bumpedFont15\">Pradhikaran<\/span><\/span><span class=\"s19\"><span class=\"bumpedFont15\"> (MJP) was established as per Maharashtra Water Supply and Sewerage Act 1976. Objective of MJP is to rapid development and proper regulation of water supply and sewerage services in the state. The Board was subsequently named as Maharashtra Jeevan Authority in 1997. MJP performed integrated and vital role in planning, designing, implementation and subsequent operation and maintenance of water supply and sewerage sector in the state. Actual implementation of the schemes was putting <\/span><\/span><span class=\"s19\"><span class=\"bumpedFont15\">upto<\/span><\/span><span class=\"s19\"><span class=\"bumpedFont15\"> 17.50 % of actual expenditure into MJP &#8216;s treasury as E&amp;P charges through which MJP&#8217;s expenses towards salary, pension and administrative charges were met out.<\/span><\/span><span class=\"s3\"><span class=\"bumpedFont15\"><br \/><\/span><\/span><span class=\"s3\"><span class=\"bumpedFont15\"><br \/><\/span><\/span><span class=\"s19\"><span class=\"bumpedFont15\">Government of Maharashtra is not giving any grant for the salaries, pension or other expenses of MJP\u00a0<\/span><\/span><span class=\"s17\"><span class=\"bumpedFont15\">employees<\/span><\/span><span class=\"s19\"><span class=\"bumpedFont15\">. In 2011, Government had cut down the E&amp;P charges from 17.5 percent to 3% to 9 % and MJP has\u00a0<\/span><\/span><span class=\"s17\"><span class=\"bumpedFont15\">facing<\/span><\/span><span class=\"s19\"><span class=\"bumpedFont15\">\u00a0crisis for payment of regular salaries of\u00a0<\/span><\/span><span class=\"s17\"><span class=\"bumpedFont15\">employees<\/span><\/span><span class=\"s19\"><span class=\"bumpedFont15\">\u00a0and pension to its retired\u00a0<\/span><\/span><span class=\"s17\"><span class=\"bumpedFont15\">employees<\/span><\/span><span class=\"s19\"><span class=\"bumpedFont15\">, said Rajesh <\/span><\/span><span class=\"s19\"><span class=\"bumpedFont15\">Hadke<\/span><\/span><span class=\"s19\"><span class=\"bumpedFont15\">, General Secretary of Backward Class and Other Backward Class Water Supply\u00a0<\/span><\/span><span class=\"s17\"><span class=\"bumpedFont15\">Employees<\/span><\/span><span class=\"s19\"><span class=\"bumpedFont15\">\u00a0Union.
